Over 90% of this year's winter was much different from past years

It was an interesting winter this year (so far), 2018-2019. The extreme lack of snow, or drought, lasted until the 18th or 19th of January. At first, a large amount of snow fell even before astronomical winter even began (about 8 inches) in less than a day. The next snowfall afterwards was about the 19th of January, when about 7 inches fell in about 10 hours. What was strange, I suppose, about the drought, is that the lack of snow wasn't caused by high temperatures. So, my question regarding these phenomenon, is whether or not this has to do with climate change; could it be that climate change might make snow storms more separated by time, but at the same time, more intense? Or would climate change cause the opposite type of situation, in which snow storms could be less intense but more frequent?! Do you consider the winter 2018-2019 as normal for your area?
